Where the pleats start decides the whole proportion
Release them at the natural waist and the dress reads as a shift. Release them a few centimetres higher and the eye reads the waist as higher too, which lengthens everything below it. Nothing else about the pattern changes.

Why it costs what it costs
Pleats have to be set with heat and then held while the cloth cools, or they drop out on the first wash. That is a press cycle per dress rather than a single pass, and it is the difference between a pleated skirt and a gathered one pretending to be pleated.
We sell direct. There is no shop floor between this and you and no distributor taking a cut on the way, so the retail margin that normally sits on top of a piece like this is simply not in the price.
