A tier is a seam that adds width without adding a dart. It is how a straight dress gets movement.
A tiered skirt hangs from a seam, not from the body
Each tier is cut wider than the one above it and gathered onto the seam. The dress hangs off those seams instead of following the waist, which is why it reads as loose rather than fitted.
Collar, buttons, tiers
The dress photographed has a pointed collar, a button placket running the full length, long sleeves rolled and held above the elbow, and a skirt built in gathered tiers finishing around the knee.
The stripe is vertical and fine, running through the bodice and the tiers alike. Two colourways appear in the gallery and five sizes are offered, S to 2XL.

Tiers cost fabric. Each one is cut wider than the tier above and gathered onto it, so a skirt like this uses noticeably more cloth and more seaming than a straight one of the same length.
