A pump gives you whatever you squeezed. A cushion releases a fixed amount into the sponge each time you press, so the second application matches the first and the compact lasts longer than the same volume in a bottle would.

Why it costs what it costs
Almost all of the cost in a cushion product is the cushion itself: a porous pad that has to hold a liquid without curing in it and release the same dose a thousand times. The compact around it is trivial by comparison.
