A skirt cut in one piece falls straight down and stays there. Gathering it into two or three tiers puts a different amount of fabric at each level, so it swings from the hip rather than the waist — which is most of what a print like this is for.

Why it costs what it costs
A tiered skirt uses roughly half as much fabric again as a straight one, because each tier has to be wider than the one above it to gather at all. That extra cloth is the cost of the movement, and it is why a flat-cut dress in the same print is cheaper and reads cheaper.
